The BTSF programme is designed to train staff of EU Member States’ Competent Authorities involved in official control activities with the aim to keep them up-to-date with all aspects of EU Laws in the areas specified above and ensure with this that controls are carried out in a uniform and adequate manner in all Member States.
The Consumers, Health and Food Executive Agency (CHAFEA) is responsible for carrying out the implementation tasks for the management of the food safety training measures covered by Regulation (EC) No. 882/2004 and Directive 2000/29/EC as specified in Article 4 of Decision 2004/858/EC.
Training organised for EU Member States is also available to participants from Third Countries.
In order to address the huge demand for training, two e-learning pilot projects were launched, with the aim of develop 10 basic knowledge level e-learning modules covering the following technical topics:
    First stage of the pilot phase (Service Contract 2010 96 12):
    1. Animal Welfare at slaughter and killing for disease control,
    2. Prevention, Control and Eradication of Transmissible Spongiform Encephalopathies (TSE),
    3. Principle of Hazard Analysis and Critical Control Point audits (HACCP),
    4. Rapid Alert System for Food and Feed (RASFF),
    5. Food Contact Materials rules (FCM).
    Second stage of the pilot phase (Service Contract 2011 96 15):
    1. Animal Welfare at slaughter and killing for disease control for poultry,
    2. Animal nutrition,
    3. Animal health prevention and controls for Aquaculture animals,
    4. EU plant quarantine regime for imports,
    5. Food hygiene and control on fishery products and live bivalve molluscs.
    5.000 public officers will be admitted to attend each one of them, in the period 2014-16.
